Amerikaans rechtsgeleerde (Kincardine, Ontario, Canada 3 Juni 1866 - Annapolis, Maryland, V.S. 25 Juni 1943), werd in 1899 deken van de rechtsschool van de universiteit van Illinois en in 1903 professor aan de Columbia-universiteit te New York. Van 1906-1910 was hij rechtsgeleerd adviseur van het Amerikaanse ministerie van Buitenlandse Zaken.
In die functie maakte hij in 1907 als technisch gedelegeerde deel uit van de Amerikaanse delegatie naar de Tweede Haagse Vredesconferentie. Ook bij andere gelegenheden vertegenwoordigde hij zijn land bij internationale bijeenkomsten. Bij de oprichting in 1910 van de Carnegie Endowment for International Peace werd hij tot secretaris-generaal daarvan benoemd; tevens was hij directeur van de Division of International Law van die instelling. Van 1907-1923 was hij hoofdredacteur van het in 1907 mede door hem opgerichte American Journal of International Law. Scott was een uiterst vruchtbaar publicist.MR L. V. LEDEBOER
