Engels historicus (Bedford 1855 - Cambridge 3 Mrt 1942), was aanvankelijk docent aan volksuniversiteiten, werd in 1911 docent in Nieuwe Geschiedenis te Cambridge. Hij bekleedde aldaar van 1919-1933 een door Lord Rothermere gestichte leerstoel in Maritieme Geschiedenis.
Hij heeft zich vooral bewogen op het terrein van de diplomatieke geschiedenis van het Napoleontische tijdperk, waarvoor hij voor het eerst op grote schaal van Britse archivalia gebruik heeft gemaakt. Van Napoleon I en van William Pitt schreef hij gezaghebbende biografieën, die enigszins gekleurd zijn door zijn sterk nationaal gevoel.
