Engels statisticus en econoom (1869), studeerde te Cambridge, was van 1907 tot 1914 hoogleraar in de wiskunde en de economie aan University College te Reading en van 1915 af hoogleraar in de statistiek aan de Universiteit van Londen (London School of Economics).
