Amerikaans staatsgeleerde en historicus (Comersville, Tenn., 26 Aug. 1844-1931), voltooide de studie in de rechten in 1867, werd in 1869 benoemd tot hoogleraar in Engelse literatuur en economie en ging twee jaren later studeren in Göttingen, Leipzig en Berlijn. Na zijn terugkomst in de V.S. in 1874 werd hij hoogleraar in de geschiedenis en de politieke wetenschap aan Amherst College (Mass.) en in 1876 aan Columbia College.
Van 1890 tot 1912 was hij hoofd van de faculteit der staatswetenschappen.
