Engels historicus (Londen 21 Oct. 1873), studeerde te Londen, Cambridge en Berlijn. Van 1906-1910 was hij lid van het Lagerhuis en weer na 1913.
Van 1922— 1925 was hij president van The English Historical Association. In 1931 werd hij hoogleraar te Londen. Hij maakt vooral studie van de moderne,, diplomatieke geschiedenis, inz. van Duitsland. Met Ward gaf hij uit: The Cambridge History of British Foreign Policy, met H.
