Amerikaans rechtsgeleerde (Brooklyn 18 Jan. 1859 1939), studeerde, behalve in de V.S., ook te Parijs en Berlijn, waardoor zijn geschriften, met name over het administratieve recht, ook van kennis van het recht in Europese landen blijk geven. Hij was sinds. 1886 lector en professor in het administratieve recht aan de Columbia University en van 19141929 president van de John Hopkins University.
