Engels paedagoog (Londen 3 Mrt 1883), studeerde te Oxford en te Würzburg en was lecturer in de psychologie te Liverpool en Cambridge. Van 1913-1932 was hij werkzaam als psycholoog bij het London County Council.
Van 1924-1931 was hij professor in de paedagogiek aan de Londense Universiteit. Burt behoort tot de natuurwetenschappelijke richting in de psychologie en heeft vooral op het gebied der testpsychologie belangrijk werk gedaan. Bekend is zijn Handboek over Intelligentie en Schoolvorderingstests.
