Engels staatsrechtsgeleerde (Londen 23 Sept. 1874), studeerde in Oxford, was van 1898-1905 Fellow van Merton College, van 1909-1913 van St John’s College en 1913-1920 van New College, 1920-1927 Principal van King’s College in Londen en Professor in de wetenschap der Politiek in Cambridge van 1928-1939.
