Eng. ingenieur en schrijver, geb. 1815 te Londen, waar hij in 1836 civielingenieur werd, was later werkzaam bij den aanleg van spoorwegen en telegraaflijnen in Indië, werd vervolgens Cotton Councillor en Commissioner in Turkije, daarna correspondeerend secretaris voor Noord-Azië der Anthropological, Society benevens secretaris voor vergelijkende philologie der Ethnological Society, richtte den „Council of foreign bondholders” op (1868) en schreef: Iheory of railway-investment (1846), Engineering of Holland (1849), A grammar of the English tongue (1853), Dictionary of the English language, as spoken and written (1855), Colonization, defence and railways in our Indian empire (1857), A short handbook of the comparative philology (1859), The pre-hellenic inhabitants of Asia Minor (1864), Memoir on the comparative grammar of Egyptian, Coptic and Tide (1873), Researches on prehistoric and protohistorie comparative philology, mythology and archceology (1875), The early history of the Mediterranean populations (1882), On the Turkish survey of Hungary (1888), enz. Hij overleed 1895.
