Van 190610 was hij liberaal lid van het Lagerhuis. In 1931 werd hij hoogleraar te Londen. Na de Eerste Wereldoorlog werd Gooch samen met H.Temperley belast met de uitgave van de British documents on the origins of the war, 1898-1914 (11 dln. 1926-38). Gooch is vooral van betekenis als specialist op het gebied der Duitse geschiedenis en door zijn History and historians in the nineteenth century.
