eng. oriëntalist en diplomaat, geb. 1818, overl. te Cambridge 1895, diende in het leger en nam deel aan den opiumoorlog. De afstand van Hong-kong aan Engeland verschafte hem de gelegenheid om zich met succes op de studie van het chineesch toe te leggen.
Hij werd er tolk, daarna gezantschapssecretaris te Peking en vertegenwoordiger van Engeland te Shang-hai en (in 1871) professor in de chineesche taal te Cambridge. W. schreef tal van werken, o. a. The condition and government of the chinese in 1849 (1850), The Army of the chinese empire (1859), The Rsin-ching-lu or Book of experiments (1859) en Tzuerts-chi of a Progressive course designed to assist the student of colloquial chinese (1867).
