engelsch Afrikavorscher, geb. 12 Juni 1858 te Londen, bereisde het Kongogebied en verschillende andere streken en gaf de volgende reisberichten enz. in het licht: The JRiver Congo from its mouth to Bolobo (Lond. 1884), The Kilima-Njaro expedition (aid. 1886), Livingstone and the exploration of Central Africa (aid. 1891), British Central Africa (1897), A history of the colonization of Africa by alien races (Cambridge 1899). J. werd in 1899 consul-generaal van het Uganda-protectoraat.
