Van 1916—22 was hij minister van Onderwijs. Hij bracht de Education Act van 1918 tot stand, die o.m. de algemene leerplicht tot 14 jaar regelde. Als historicus werd Fisher vooral bekend door zijn History of Europe, die in diverse talen werd vertaald.
